Recently, Hu Hsiao-lan, commissioner of the DOF, led colleagues to visit various units including the Finance Department and Tourism Department of Penghu County Government, the Offshore Flotilla 8 of Fleet Branch of Coast Guard Administration of Ocean Affairs Council, and the Penghu Office of Southern Region Branch of Nation Property Administration. They exchanged ideas on the investigation of illegal tobacco and alcohol, Taipei Shwoo Website, participation promotion business, financial management and property management. The discussions were lively and both sides have been benefited a lot.

Commissioner Hu Hsiao-lan of DOF said that the investigation skills of the Penghu County Government are worth learning because they had repeatedly seized large quantities of illegal tobacco imported from foreign freighters with fruitful results in recent years. Additionally, during this visit, they also exchanged their maritime inspection results and experiences with Offshore Flotilla 8 of the Fleet Branch of the Coast Guard of the Marine Commission. It is hoped that through horizontal contact between agencies, we are able to work together to crack down on crime.

Taipei Shwoo Website is the largest official online auction platform in the country currently. On October 6th, 2023, Penghu County Government joined the ranks of " Taipei Shwoo Website ", and became the 17th cooperative local government. Taipei City Secured Small Loans Service has also dispatched personnel to assist colleagues from Penghu County Government in familiarizing themselves with the operation procedures of Taipei Shwoo Website. This collaboration aims to jointly realize the concept of environmental sustainability, and to collectively strive to enhance the transparency of public auctions for scrapped property as well as effective resource reuse.

Penghu County has been effective in developing island tourism, with rich experience in promoting participation in tourist recreation facilities. DOF visited the "First Fishery Port Yacht Berthing Area Renovation and Operation Transfer Project (ROT)" and the "Magong Third Fishery Port Comprehensive Hotel Zone Build Operation Transfer Project (BOT)" to conduct exchanges on promoting private participation in public construction projects, aiming to benefit both Penghu County and Taipei City in joining improving in some fields such as promoting participation and investment attraction.

In addition, both Taipei City and Penghu County abide by the principles of fiscal discipline opening the source and regulating the flow. In 2023, the program for assisting local government finance resulted in positive outcomes for both the 'Financial Management' and 'Debt Management' projects, with first-class and excellent results. This exchange helps each other's financial performance escalation.

Commissioner Hu of DOF finally said that we will learn from and share experiences through this business exchange with various agencies in Penghu County. Both sides have benefited a lot with fruitful results.  In recent years, the DOF has gained considerable experience in actively implementing the Mechanism for Integrating the Supply and Demand of Municipal Assets and upgraded TCG property management system to digitalize operations. We hope that through this visit and the sharing of experiences, both sides can enhance mutual progress and cooperation in the field of financial affairs. We also welcome the Penghu County Government to participate in the 2025 Taipei-New Taipei World Masters Games and join us in this grand event.
